Liu Shijin, Vice Minister, Development Research Center of the State Council

Since joining the Development Research Center (DRC) of the State Council in 1994, Minister Liu has served as Deputy Director of the Institute of Market Economy, Deputy Director General of the Department of Macroeconomic Research, and Director General of the Department of Industrial Economy.  In addition to his current role as Vice Minister, Liu is also the Executive Director of the China Federation of Industrial Economics (CFIE) and Deputy Director of CFIE's Academic Committee.  He is a member of the National Consultant Committee for Industrial Policies; the Expert Committee of the Commission of Science, Technology and Industry for National Defense; and the Academic Committee of the China Reform Foundation.

Minister Liu is a prolific writer with over 200 papers and articles published in major domestic and foreign journals. He has long been engaged in research on economic theory and policy, including enterprise reform, economic system evolution, macroeconomic policy, and industrial development and policy. Minister Liu received a bachelor’s degree in economics from Northwest University (Xi’an) and a PhD in economics from the Graduate School of the Chinese Academy of Social Sciences (CASS).

The Development Research Center of the State Council (DRC) is a comprehensive policy research and consulting institution directly under the State Council, the central government of the People's Republic of China. Its main role is to conduct follow-up and advanced study on the overall, comprehensive, strategic and long-term issues in national economic and social development; study trends in the development of the national economy and analyze the macroeconomic situation; analyze the industrial economic development and industrial policies; and study new issues in China’s opening-up process, among other topics, with the ultimate aim of providing policy recommendations and consulting advice to the CPC Central Committee and the State Council.
